Company History

In 1976 Vic Samuels founded a moving and storage supply business, Golden State Container, in Los Angeles. By 1986, Golden State Container had captured over 50% of the moving and storage distribution market on the West Coast with operations in Los Angeles, Oakland, Salt Lake City, Phoenix, Seattle and Vancouver. In 1990 Vic identified a need for a national packaging and distribution business that would serve clients across the country. By 1997 Vic was able to accomplish that necessity and operated all companies under the name of Victory Packaging. Robert Egan joined Victory in 1997 as a local President, but his role quickly expanded and he was named President and COO in 2001 and remained in that role through 2019. In 2007, Vic appointed his son, Ben Samuels, as Chairman and CEO of Victory Packaging and he remained in that role until 2017. In 2015, Victory Packaging was acquired by KapStone Paper and Packaging, a publicly traded pulp and paper company based in Northbrook, Illinois. Victory Packaging continues to be managed as the independent distribution division of KapStone.  In 2018, Victory Packaging was acquired by WestRock, a publicly traded paper and packaging company based in Atlanta, Georgia. Victory Packaging continues to be managed as the independent distribution division of WestRock.

Based in Houston, TX, Victory Packaging has more than 65 warehouses and distribution facilities in the United States, Canada and Mexico. Nationwide, Victory Packaging is the only national distributor company specialized in solving packaging complexities and optimizing total cost associated with packaging for its clients on a national scale, as well as to oversee local packaging and distribution for regional clients. Our national network includes more than 6 million square feet of warehouse space and approximately 400 delivery vehicles. Victory Packaging employs approximately 1,700 people.
